BISD Receives Superior Financial Rating

The Beaumont Independent School District has received a Rating of Superior Achievement from the Texas Education Agency for its 2011-2012 fiscal year School FIRST (Financial Integrity Rating System of Texas) for its excellence in fiscal management according to state guidelines.

“BISD’s business department continues to strive for excellence and transparency,” said Devin McCraney, Director of Finance. “This state award is evident that employees are committed to financial responsibility and to meeting state guidelines,” McCraney added.

The School First Report is based on 20 indicators which gives a district a numerical value.  To view the 2011-2012 District Status Detail report, click the document below:

And something else.......According to the TEA, The current superintendent Dr.  Chargois did not supervise the daily operations of the district, leaving them open for all this fraud. This fraud was going on when Dr. Thomas was in charge, making him just as responsible as Chargois.....and actually MORE responsible because Chargois was just letting the district run on the policies (or lack of) that Thomas had put into play.

So TEA said all of this? Or is this your opinion?

Let's see, a guy who is charged in theft of $4 million going back for four years (coincidentally during the time this report was made), sends in numbers to the state and claims everything is great. 

 

Hmmm.... yep, I'll bet they did receive a superior rating.

 

Nothing to see here TEA. Everything is ship shape and doing well, move along.

Dove, see why TEA is here now. They were duped. But you go on with your naive mindset and protect criminals. If this were my school district, I'd want to see heads roll.

Man, you can't even enjoy a little irony in the story. Relax, take a load off for a few minutes and enjoy the article...sheez!!!

The downgrade to A1 reflects severe governance problems plaguing Beaumont Independent School District (BISD), including lack of internal controls, a divided board, as well as allegations of fraud and multiple pending investigations. The A1 rating also takes into consideration recent declines in reserves, the district's sizeable tax base concentrated in the petrochemical industry, below average wealth levels, and an elevated debt burden with no additional debt plans in the near term.

 

The negative outlook reflects Moody's expectation that the district will face additional challenges in the near- to mid-term given the ongoing special accreditation investigation by the Texas Education Agency, as well as separate federal investigations. Additionally, the outlook reflects uncertainty surrounding the extent of future state involvement in the district's operations, as well as projected narrowing liquidity resulting from budgeted draws on General Fund reserves in fiscal 2013 and 2014.
