It's my understanding that the enrollment number has to come from that week (27-31) with Friday, Oct. 31 being the deadline.

Which is completely ridiculous. The median of the 5 days would be the most accurate predictor. They should have to count each day and take the median. Otherwise the process simply promotes falsehoods with the count.
