If you had a child and was moving to a district during the summer and your kid wanted to play football, he should be allowed to play. My case is slightly different as i have a daughter and tryouts was held before the school year was out. YES! i feel if she makes the team, she should have till a certain date, call it May 31st to enroll to the school. Anyone with common sense shouldn't pull their kid from school with a month or two left to be eligible to participate in extra curricular like cheerleading or dance. I feel certain rules should apply for certain activities. If the kid thats the topic of this situation, say wanted to go to Memorial. He could easily join the band and nobody will say squat. But he couldn't play football?? that's why the rules need to be for ALL extracurricular.
