There has been 17 Presidents since 1929 that could have changed the law but they have not. If you drive through Warren you won't see many houses at all. Warrens population is 99.9% rural. Again these folks have chosen over the years to develop an Ag program. I'm not saying there's anything wrong with that but it doesn't help the athletic programs succeed. Warren has had some tremendous coaches over the years, that's not the problem.

Huge misconception here. Statistically, upper end communities win more than lower economic communities. Obviously, there are big time exceptions - but if we are judging on housing projects, this fact can't be ignored. In the case of Warren, they might not have projects, but just drive through town and you will not see very nice houses...
