Looks to me that as long as you are not practicing in the middle of the day you will be able to have a relatively normal practice. It starts to drop rapidly around 4:00 pm. 
 

Keep in mind that the temperature and heat index are not the same thing. I have seen the temp at 95-98 and the WBGT well below the danger zone of 92. Yesterday the WBGT got up to 88.5.

I think it also depends on your location.

WBGT can be different in Orange Texas than in San Augustine Texas.

Not much. Generally the same climate less some of the gulf breeze and a little bit hotter inland.

Correct but SA being 2 hours north can make all the difference. All is needed is a point or two from practicing to not practicing.

At this very minute (12:50): WBGT 86.0 in Orange, 87.5 in San Augustine.

My current data shows 90-94 range.

Point is that a few degrees up or down can change the preparation for teams in the same area. Will it change things Friday Night? Not much. Keep the kids safe seems to be the best option

The current actual temperature in Orange is 94. WBGT is still at 86.0 as of 1:09.

I hate too see how many cramps and possible injuries are going to happen those 1st few games because of the new rules. Most players will not be in shape if they don’t have in door facilities. Teams that are moving practice times certainly have the right idea. If the temperature only allows you to work out in shorts with conditioning on hot days and getting to workout only an hour will be brutal on those teams the 1st few games. You will probably see a ton of mistakes also especially penalties

There is no team that "cant practice". Worst case scenario is to start practice at 4:00-4:30.

Define "freaking out".  Personally I think it's an interesting discussion.  I'm just curious how to make it cut-and-dry.  Like the lightning detector, when the alarm goes off, then players leave the field, etc.  Perhaps there will be a "WBT-detector" with an alarm available on the market soon, or already is.  An entrepreneur could possibly make some money here.  

But seriously, I would have thought there were already rules in place regarding frequency of mandatory water breaks, and providing areas of shade, like canopies perhaps, for outdoor practice areas, and things like that.  I attended fire school at Texas A&M during some hot months for ~15 years, and there were mandatory breaks, covered rest areas, jars of pickles, ice water and sometimes fruit of some sort provided, to protect everyone from heat exhaustion.  There are ways. But like I said earlier, the UIL or whoever is just trying to regulate common sense, IMO.

Too many people are overthinking.  It's not rocket science

We live in Texas... Texas did not become hot and humid overnight. Been this way for a bit now, and common sense would tell people the best ways to beat the heat are... work earlier in the morning or later in the evening, drink plenty of fluids (not just water), rest periods in the shade (Pop-up tents), misting fans, have trainers walking around passing out cooling rags, wear lighter-colored clothes, have talks with parents about making sure their kid(s) are hydrating at home, getting outside to acclimate to the heat, etc.
