If you place an Isis fighter behind a 7-11 counter, can anyone tell he is an extremist?

Where is the line drawn to have become "extremist"?....No one knows. Why were all the Japanese rounded up in this country during WWII? Couldn't they tell the difference? People are so blind and it will be their demise.
