  16. Working his way up. Coldspring has some challenges, but it would not typically be considered a "dumpster". If he can weather the district financial situation he will be in good place. He has got some recognition because of the job he did at Colmesneil. He also was hired at PC which is not a "dumpster" but withdrew due to the embedded cancers. He was fortunate to recognize it before he got settled.

I guess a population of about 50k isn’t up to a big city status yet but about 100k is.
