I’m sorry sweetie,  (OIA) Office of Internal Affairs, (OIG) Office Of Inspector General. I almost forgot I was speaking to a boilermaker. Way above my pay grade. 🙂

Both cases were cleared by OIA. The cases never made it to OIG. No psychological assessment or any form of retaining.

In my department,  if you do anything outside the scope of your duties you will be terminated . The Government WILL NOT represent you. If you stay with in the scope of your duties the agency WILL defend you. All complaints will be investigated. I have been placed under investigation twice in my career. I was cleared because I never went outside the scope of my job description.
People will complain when you are by the book.  A small fraction of officers  believe that if people don’t complain, you are not doing your job. It all goes back to training, accountability and integrity.
17 is excessive in my opinion especially if the complaints are consistent. We will never know until the trial.

It depends on where you work and what reporting requirements they have. Is it a “complaint” or just a use of force. Our current use of force (called response to resistance) is documented any time we use any force other than just the suspect submitting to being handcuffed. If that was in place when I first started (36+ years ago), I would have had a use of force almost every week and sometimes more than one a night.
Or are try taking about an actual complaint like a person or officer actually filed an excessive force complaint. I have been involved in more than one shooting incident and been to the hospital multiple times in the line of duty and think I have had one complaint that I used to much force. Strangely, in that case I used no force but made what I thought was a reasonable threat. His complaint was roughly, the officer told me that if I tried to hurt him (me), he was going to hurt me worse. Yes, that was the actual complaint... kind of cleaned up for language.
So in this case, that is a lot of outside complaints if it is for improper force. It doesn’t mean that he didn’t use lawful force but it would beat looking into.

That is something that I questioned. At the very least, sit him upright.
I have been involved in thousands of arrests including some very violent incidents. I agree with you, go straight to a car. On occasion we leave them outside but never restraining them to the ground. If they continue to be violent, off to the car they go.

The lack of support for Clarence Thomas was well founded by all opponents.  If ever there was a case of affirmative action (giving someone a position based solely on skin color), it’s Thomas.  He should be the poster child.  And he has spent the last almost 30 years proving his naysayers right.  I will say that he maybe the GOAT at napping on the bench.  He’s definitely the GOAT at almost never asking a question.

No. The union is a private entity and not government funded. In fact this kind of incident is exactly what the union lawyer (or any lawyers) are for.

A medical examiner homicide does not equate to a criminal homicide. It might be but it isn’t automatic.
The causes of death are accident, natural causes, homicide, suicide and unknown.

That's my point as well.  My beliefs line up further to the "the knee itself didn't kill him" side of the argument than yours, though.
I'm well aware that every detainee complains that his/her cuffs are too tight.  "I can't breathe" is said during many, many arrests that work out just fine.
I'm pretty claustrophobic. I get panicky if I put on a hoodie that's too small.  I don't ride in the backseat of two-door cars or extended cab trucks because I'm scared that I can't get out if something bad happens.  IF I somehow find myself in custody, I'm fairly certain that my heart rate will run away and my ability to breathe will be greatly decreased, knee on my neck or not.  The problem is that if I'm not resisting and start foaming at the mouth and turning blue, I pray to God that the arresting officer has a little human decency and doesn't just hold me down and make wisecracks until my freaking life is gone.

No, but some people  still get the flu, even after getting the flu shot. They also have to “guess” as to which flu will be most prevalent, then vaccinate accordingly. Not 100% effective, but it does save lives, especially in the elderly.

So since I am somewhat of a conservative, I need to sell my beach cabin because it resides in a county that is democratic?

To all of you. Please be safe as you go about your day. This virus has respect of no person, black, white, red, or yellow. I have high blood pressure, diabetic and I have to have surgery on my urethra due to trauma from a physical altercation with a thug. If you are like me and have health issues please be safe. Be mindful of the elderly and wash your hands.

No, it is not the goal of either party’s leadership. Moscow Mitch was the first, at least in the modern era, to openly state such a goal. I don’t hate trump. I think he is grossly under qualified for the position he holds, especially where foreign relations are concerned, making the leader of the free world a national security risk. Sad.

I can only imagine what the victims and their families are going through. As a law enforcement officer, I can tell you from experience that a chomo cannot not be helped are rehabilitated.  Our babies must be protected at all cost. Why does a man sale is soul to gain the world?

No one man should have the power to do this. It should have to go before the board of pardons and parole. I bet the sale of guns and ammo just went up in Kentucky.
I agree that he should be held responsible for their actions. Since most prisoners are repeat offenders, it’s almost a surety to happen.

Wow, hopefully there is some way to undo this.  What a complete lack of respect to the victim's families!  If those that he pardoned go out and commit more of the same crimes, hopefully they lock him up for it.

So many people are incarcerated today because of this. Why do we (US citizens) turn a blindfold eye when this happens every day in the U.S. court room across America.
