He’s actually referring to an actual book entitled “Scouting for Boys” written in 1908 by a British Army officer thought to have begun the scouting movement. Waters was probably using this line to show that the kid had a normal life before becoming a musician and a part of the machine (the music industry). An excellent song. One of many by Pink Floyd. -
