20-4A Playoff Teams Have Been Decided

You guys keep using the words "tie breakers".  There are no tie breakers in 20-4A Baseball. If two teams are 11-3 then two teams are 11-3.  Even if one team beat the other twice, they are still both 11-3 and will have a coin flip, or a playoff, or a verball agreement to take a spot in the bracket.  If three teams are 11-3, then three teams are 11-3.  They will have a playoff, with one team drawing a bye in the play in bracket. (this bye part I am only 99% sure of)

No head to head
No most runs scored
None of that stuff at all
and that is the way it should be IMO

Yes but you are talking semantics.

If two teams are tied at the top at 11-3, they will both be co-champions in the district. Their final district record will not change and they will both still be co-champions at 11-3.

As far as UIL playoffs though, they both cannot represent the district as champion or as the #1 seeded team.  That team still needs to be determined. It can be a coin flip, it can be a single game or you can play tiddlywinks. You can call whatever you want but it is in fact a tie breaker. No matter what is done by the district committee, it still breaks the tie for first place in the UIL playoffs.

Hence the de facto term "tie breaker".

Tie breakers are placed in district rules so you don't have to play a game to determine seeding.

Hence having "no tie breaker" on the books means you must play it out to determine seeding, or better yet, to determine who goes to the playoffs if it is for fourth place.

Your missing the point. Even if the district rules don't call the seeding game a tie breaker, it still is in fact a tie breaker! It breaks a tie! Therefore making it a tie breaker game, coin flip, or my personal favorite as tvc184 suggested, a game of tiddly winks  ;D

Get off retiredoldcoach. He is just trying to be helpful. He just means there aren't any of your typical "tiebreakers" (ie head to head, run diff., that sort of thing) in this district. You agree or you play, period. Which is the way it should be. The run differential is a bunch of crap in highschool. IMO.
