How Do You Define an Elite Coach?

No one said he's going to Warren.  We are debating coaches vs athletes and using Surratt as the GOAT barometer.

If this is the case then why didn't any of the previous coaches win at least one State Title?  Surratt won it in his second year.  The three previous coaches' records:  Decent but not great!
