So if Tarkington is the 3 seed, why do schedules have them playing H-F, who is also a 3 seed? Shouldn't they be playing LC-M?

Just guessed at the seeding scenario from previous similar situation. No explanation was presented or posted by the school (that I was aware of)....

I will go to an appropriate source before posting in the future......
