My guess is that he’s getting all of our ducks in a row before sending in ground troops to seize Kharg Island and possibly to try and open the Strait of Hormuz. The last two democratic administrations claimed Iran was our biggest threat and neither would allow Iran to develop nukes. Then, they both gave Iran money and lifted sanctions.
