UIL Play Clock Change 2014

Changed from 25 sec(previous once ref sets the ball/blows the whistle to start )A new 40 sec clock now starts as soon as the last play is over.Example kid runs out of bounds,gets tackled down or ball falls incomplete(whistle blown)=immediatly a new 40 sec play clock starts.Ncaa implemented this in 2008=results avg game 14 min shorter & avg 16 less plays.1st thing that comes to my mind is the ages/quickness of the refs I've seen getting to a pile of players to get play resuming.Coaches calling the refs over to ask questions about a incident/play w/o using a timeout will use up valuable play clock time.From my past experiences in alot of attended games the refs have used up more than the avg 14 minutes saved(talking over previous play/incidents/infractions)among themselves to settle a play.I forsee more called timeouts for possible injury than ever before.What do you think?I've seen play clocks manipulated from the pressbox scoreboard operator many times,was it intentional or operator error=home cooking ;) :D
