In this day and age, yes. At least that's all I can think of. Pretty sure there are a few places, Chicago being the example I can recall, that non-citizens are allowed to vote if they are "living here and planning to stay." But that was back in the late 70's or early 80's. I don't know if they're still doing that...

It's largely left up to the states. The idea is that if one didn't have to have an ID normally then it would basically be a "poll tax" and would keep the poor from voting. But considering how an ID is necessary for just about everything now it's kinda bull if you ask me.

I know this is true to some extent, but look at other programs around the state. We have a very low participation percentage compared to almost anyone else around here. Something isn't right...
