Concerning the Schumer shutdown: Democrats have voted for a “clean” continuing resolution (CR) to keep the government open 13 times in recent years, primarily during the Biden administration from 2021 through March 2025. A “clean CR” refers to a short-term funding extension that keeps spending at current levels without additional policy conditions. These Democratic votes occurred under prior divided-government negotiations where both parties agreed to avoid government shutdowns. However, since the current shutdown began on October 1, 2025, Democrats have opposed at least 10 separate clean CR votes in the Senate introduced by Republicans. In summary: Period Votes by Democrats for clean CRs Notes 2021–March 2025 13 times All under Biden administration to avoid shutdowns October 2025 0 votes in favor (10 times voted against) Ongoing impasse during Trump administration Overall, Democrats have a record of 13 prior votes supporting clean CRs but have not supported any of the 10 clean CR proposals brought to the Senate during the current 2025 shutdown.
