The cities were Kedesh, Shechem, Hebron, Bezer, Ramoth, and Golan (Joshua 20:7-8). The cities of refuge were intended to protect the slayer from the "avenger of blood". The slayer would remain in the city until the death of the high priest who was in office at the time of the accident. After that, the slayer could return home. The cities of refuge were set apart for all the Israelites and the foreigners living among them. Sanctuary cities are not a bad thing.
