State Representation is apportioned by the official census once every 10 years. It doesn’t matter if a person is legal or illegal. All that matters is they are present, and fill out the census honestly as far as their residency. Basically, the number of people in a State is less important than the number of people in a State that actually participate in the census. California had fewer people fill out the 2020 census than the 2010 census. The reason why doesn’t matter. But, we know from data that CA had one of the largest migrations out of State of any State in the Union. Texas was reversed in the period 2010-2020. Lastly, for someone to assume all Latino/Hispanics are homogenous and automatically vote Democratic is—at best—naive—and at worst—a bad stereotype.
