You are missing a salient point: Every President has these types of documents. They, "and only they", have the authority to declassify these types of documents. Stop listening to Snopes. They are more wrong than right. Vice Presidents CANNOT declassify classified documents! JoeBama had these documents "illegally" for 7 years. Not A Word about them. Then on November 2nd, someone ratted that these documents exist. But, not a word until someone, same person?, ratted 2 months later to the public that these existed.
