HISD schools have had lower classification enrollments for several, several years. The admin had them always playing up to keep the schools in the same district. Now that most if not all have 4A enrollments, they allowed them to drop down, still keeping the schools in the same district. I do understand what you are saying. A 700 enrollment at a Silsbee or HJ maybe isn't the same as a 700 enrollment at Yates or Wheatley.

I am a product of an interracial relationship. My father was full blood Mexican, mother Caucasian. They were married for 55 years before my dad passed away in 2010. My mom passed away 5 years later.
