Btw, bullets, here is the explanation on the 1h punt.

 

The side judge allegedly saw an HJ player touch the punt and threw his bean bag to spot the ball, thinking HJ was punting.  Then when he realized they were the receiving team, he blows his whistle and comes in and spots the ball for WOS at the spot he threw his bag.
