Not when districts are gerrymandered and laws are passed making voting more difficult. When majorities oppose policies of Congress (guns, reproductive rights, immigration, import taxes, income taxes, etc., etc., etc.)and their votes don’t matter, it’s time for something to change.

Well, States have representatives and Congress votes to pass laws. The Democrats have perfected the gerrymander, so complaining now when Republicans do it, seems a little disingenuous. The President can VETO (you know like a "dictator").....but probably a surprise to most, Biden (or someone on his staff), Obama and Clinton vetoed more than Trump has.  If something is not constitutional, that is what the Supreme Court gets to decide. If you don't like a law, complain to your representative. My guess would be that the loudest complainers have not once emailed their congressman. The most they do is complain on Facebook or X.  

Now this change thing......What do you recommend? What needs to change and how do you change it?
