The only guys I have ever seen live (own eyes) running a 4.3-4.4 on a track or turf/grass when they were in HS was Reggie McNeal and Jamaal Charles. With 40 times I'd like to see them ran with pads on if its for football purposes.

I believe what he is referring to is the quality of the depth one team may have. Numbers do matter, but quality of depth as in production matters as well with that.
