Personally, I'd like to see them bring back the guillotine, or my favorite, being frawn and quartered. For now, living in the hellhole that is Guantanamo is ok with me.

Actually, capital punishment is not very effective unless carried out swiftly. I remember a cab driver in Iran who raped a woman. They convicted him one day and hung him publicly from a cherry picker the next. Guess what, there have been no cabbie rapists since
