In the realignment, districts draw their schedules out. It's not done individually between each school but by district committee.

Former Tarkington HC/AD, Mike Heckathorn passed away on Sunday morning.
Coach Heck served in public education for close to 50 years, many of those at Tarkington in the 1990's and early 2000's. 
He served as a mentor to many and always had a policy of doing what's best for the kids.

I think it was that "they needed to listen to the little league coaches" who really know how to use the players. WV is a lot like WOS in that their little league coaches know more than the HC and his staff. 

WV wouldn't have lost any games all year if the coaches would have had the players in the right position.  Or something like that..
