Because you just don't understand. Washington D.C. is a Federal Enclave, not a state. For the Feds to move into a state, it would have to go through the respective state Governor first. D.C. is different. By Law, the Feds control D.C., they don't have a governor. Trump is 100% perfectly within the Law to enact enhanced law enforcement in D.C. Why did this happen? In blue D.C.
