I apologize if I am misreading this. 
The 31st MEU, permanently deployed to Japan and operating in INDO-PACOM, is being ordered to head to the Middle East aboard three U.S. Navy amphibious ships offering land, air and amphibious assets.

“offering LAND, air and amphibious assets.”

The White House has not ruled out ground troops, to say otherwise is wrong.
