It was a lottery style program, where anyone, Republican or Democrat in swing states could sign a petition supporting the 1st and 2nd amendments.  There was not requirement to vote for Trump or even vote at all.  I would not call that election interference. If Texas was a swing state and a Democrat offered that, I sign up and try to win the million.....and then vote Republican.
