Each section in the lower bowl on the sidelines hold around 850 people (22 seats per row with 36 to 39 rows depending on the section).  PNG has 3 sections at least 90% full and other sections filling 35 minutes before kickoff. Rough, very rough approximation of minimum 3000 already on PNG side. 

Band and Drill Team seated in the north end zone.
