Second part of your statement is debatable.  First two playoff spots, yes. Third, maybe.  Fourth, no.  When 2-8 teams makes the playoffs, it ceases to be an accomplishment.  The UIL could easily say "let all teams go to the playoffs."  0-10 team in the playoffs?  Think about it.
