If he is tackled, that assumes he is trying to return the ball. To get the touchback, he would have had to gain possession of the ball and kneel down to signify he is purposely giving up the ability to return the ball. If he's able to be tackled, then he was still trying to advance the football.

I heard from my son the the head referee admitted on the field at the time that he did not now the proper ruling on the call. Daisetta coaches quoted what was in the rule book on this call he sided with the kountz coaches and maid the call in their favor. When the game was over he came into the Hull-Daisetta locker room with a rule book and apologized for the bad call and said it should have been called a touchback

That is exactly right, but this is the type of officials you get for small school football games.

He can run around all he wants until the ball breaks the plane on the endzone it's a touchback. The rule is in place especially in turf fields where the ball can keep bouncing and rolling to not penalize the returner on mishandling a play. You'd be giving the kicking team a significant advantage.
