The article says that since there is no budget cap, the program can keep growing.  It is funded by an83% increase in phone taxes over the last 7 years.    Very good example of what happens when budget concerns are not addressed.  It is also a good indicator of the direction in which this country is headed.

Yes, very aware that the program was started before Obama took office.  Read the article and see how much it has expanded and how it keeps growing.  The National debt also started before Mr. Obama took office but it has never grown this much under anyone else.
