Similar to last season, they appear to just pick up where last seasons' teams ended up, more or less.  (At first glance, without seeing the entire rankings.) 

Some of them seem legit, but I think PNG's #3 ranking may be a little generous, just based on what I've heard and read about this seasons' re-build going on.  We'll see.
