He hasn't done anything to further conservative causes during that time to lay the groundwork for a Presidential run. Now it appears he wants to jump in the race. The person running thinks that he/she has the best answer for what he/she perceives as the best direction for the country. What that is might be up for debate and if the person running is being honest but as to the "why", I think the sentence above has the answer.
