Unfortunately, as I mentioned above, there are no voters, just algorithms. I guess Nederland being a 5A and Bay City a 4A some was figured in to his algorithm.

I do agree. But remember, DCTF (and now AP) uses Jerry Forrest's algorithms for their rankings. So there may be something in his formula that accounted for that.
