I guess no writers felt they were a top 10.  That's the only way they could get votes, right?

If you look below the top 10 they list the rest of the teams that received votes....all the way down to one vote.

Right.  But that means they got at least 1 top ten vote, i think.    In other words, if you get no top ten votes, you get no points and you don't get listed at all.  The 15th ranked team could conceivably get no top ten votes, and fail to show up on the list.  That's why some lists have more teams than others.
