PONY rule

Does anyone know what the PONY rule is on kids playing up during fall ball? I got an answer last year but it seems as though it may havve changed. I'm talking about playing up from Pinto to Mustang in this case.

I spoke with Bubba Tipton about this at the All-Star Tourney.  He said that Fall Ball is not sanctioned by PONY, so the kids can play up if they want.  I know over here in Vidor we are allowing the kids to play up to the division they will moving to in the Spring.

If anyone knows of a rule against this, please let me know.
