A real dilemma

I am posing this hypothetical to everyone but am particularly interested in how Big Girl and newtobie and PamFam10 would  respond.

 

 

Lets suppose that a company has decided to build a new facility somewhere in the United States.  The new plant will employ 1000 people and most of the jobs will be new ones to be filled by residents of the chosen state. 

 

First state tells you that you should locate there because they have lower taxes and fewer regulations than their competitor.

 

The second state tells you that you should locate there because even though they have higher taxes and more regulations, they have a lower state poverty rate and a higher minimum wage requirement.

 

In which state do you believe the company will choose to locate?
