If not what district in Texas is tougher?

Not many. District 15 4A with Ennis, Waxahachie, and Corsicana along with 23 4A with LaMarque, Friendswood, Texas City are tough ones. But overall 22 4A is probably the toughest.

It depends how the teams in 22-4A play. Last year, they would have been far from the toughest. Year in, year out, it's certainly up there. 21-3A is tougher, pound for pound, with six playoff teams from last year.

What about 12-4A who took this district to the woodshed over the last couple of years. Kilgore, Hallsville, Marshall, Kilgore etc.? What about 8-4a with Aledo and Stephenville?
