who pick the teams to be played in each tourney?

Most usually are created by "invitation", hence an "Invitational". Coaches will contact other schools and invite them to their tournaments. Some people just go to the same ones every year like Sterling does for the Brenham Tournament.

From time to time the quality of a tourament may change or a coach may become unhappy with how a tournament is set up. Then they will look for something else to be  invited to.

The coaches usually know who's playing where and what type of competition they can expect.
