I was reading in the TABC newsletter, and this issue was addressed.  The rule is that there has to be contact.  They emphasized this point because a player should not be penalized for being taller.  If you do not touch them, there is no foul.  This is a common misconception even among coaches.  I have seen players on #33's back and not have a foul called.  There was no way they could not have been on him when they are 5'10".  But he does not complain about it, he just plays.
