It appears they can since no crime was committed as outlined by the Constitution.  If this is allowed to proceed unchallenged, then an impeachment would/could happen every month if they don't like the President's tie or any other nonsense!  Just because they have the votes don't make it Constitutional.  Don't think this is what the founders had in mind!

Democrats, in general, are not what the Founders had in mind for the US...that’s what they fled from.
