You assume they “have never called a play”. I have not seen many coordinators operate without input from their position coaches. The position coaches generally have headsets and are in on every aspect of the game. I have also not seen many “key” position coaches who were not capable of “play calling” at anytime.
If a position coach got promoted to coordinator it is because they are fully capable and have been heavily involved in all aspects of the game and game planning.

Lamar with a bad loss 6-3. Leading 3-0 going into the bottom of the 9th give up six runs. Not sure why he left Austin Neal in to pitch after already a HBP and two walks.
